Thus, the discussion of pricing is placed in the context of what the offered service actually is. This point may seem obvious, but in fact the service provided by the Internet is rather complex … while pricing can be changed quickly, the deployment of mechanisms inside the network (involving changes to the packet switches, or routers) can take years to accomplish.”
